What you need and where to apply for common owner and resident requests.
Fees, timings and request forms are set by building management and may change. Check the current version with management before you apply. Items marked [like this] are still to be confirmed.
NOC requests
A no-objection certificate (NOC) from building management is needed before certain actions.
- Common NOCs
- Sale or transfer of a unit (service charge clearance), renovation or modification works, move-in or move-out, and utility or telecom installation works.
- Usually needed
- Title deed or Oqood, owner’s Emirates ID or passport, and service charges paid up to date. For sales, the NOC is requested through the Mollak system.
- Fee and processing
- [fee per NOC type], [working days].
Renovation and remodeling requirements
Apply before any works start. Works that affect structure, MEP systems, waterproofing, fire safety or the facade need extra approval and may need Dubai Municipality or Civil Defence permits.
- Submit
- Completed application, scope of works, drawings or layout for any changes, contractor’s trade licence, contractor’s insurance, and owner’s authorisation if a tenant applies.
- Deposit
- Refundable damage deposit: [amount].
- Works hours
- [days and times]. No noisy works outside these hours.
- During works
- Contractors register with security, protect lifts and corridors, and remove all debris. Debris must not go down the garbage chute.
Moving in and out
Book a move permit in advance so the service lift can be reserved and protected.
- Submit
- Move-in or move-out form, Emirates ID or passport, and either the title deed (owners) or registered Ejari tenancy contract (tenants). Tenants moving out may need the owner’s confirmation.
- Timing
- [allowed days and times], booked at least [number] days ahead.
- Deposit and fee

- Utilities
- Activate or close your DEWA account, and register or end the cooling (chiller) account if billed separately.
Access card replacement
Report a lost or stolen card straight away so it can be deactivated.

- Replacement request, Emirates ID or passport, and proof of residence (title deed or Ejari).
